Having a clear goal identified is key to achieving success in a digital campaign. Different campaign goals will call for different strategies and tactics.

A first-time candidate might be best served by low-cost, broad coverage and a high frequency of ads per person to raise name id. An issue campaign whose goal is to have constituents contact their legislators would do well to narrow their focus on identified supporters and look-a-likes.
